Kween District, Uganda
In a high-level coordination meeting held at the Kween RDC’s office, the Commissioner of RDCs for the Eastern Region brought together key security officials from Kapchorwa, Kween, and Bukwo districts to assess the progress of government programs, review security performance, and address pressing regional development concerns.
The meeting, chaired by Rtd Col. Dhamuzungu Oguli, the Commissioner for RDCs eastern region, was attended by Resident District Commissioners (RDCs) and their deputies, District Internal Security Officers (DISOs), and the Regional Police Commander (RPC) of Sipi Region.

Mr. Martin Sakajja, RDC Kapchorwa, provided a brief update on the ongoing renovation works at the Kapchorwa RDC’s office, which are expected to be completed and commissioned in the coming week. He also highlighted the latest developments in the implementation of the Parish Development Model (PDM), noting that an additional UGX 50 million had been received to bolster the program. However, he expressed concern over emerging cases of extortion by some SACCO leaders, some of whom have been arrested though their release by the Resident State Attorney (RSA) sparked further discussion on judicial accountability.
Emyooga, another government livelihood initiative, was reported to be progressing well across the sub-region.
Sakajja also emphasized the strong performance of the National Resistance Movement (NRM) during the recent Special Interest Group (SIG) elections, where the party secured over 90% of the vote.

Despite positive strides, challenges persist. Of the 16 National ID registration kits meant for national registration, four are currently non-functional, hampering ongoing renewal exercises.He also raised corruption allegations, especially in relation to hybrid procurement projects under programs such as the Agriculture Cluster Development Project (ACDP) and the National Oilseed Project.
Discussions also touched on key infrastructure works, including the construction and improvement of four critical roads: Kaserem Feel Free Road, Kaptanya–Kaptokwoy Road, and the Kapkwai Road, all of which are intended to boost accessibility and trade within the region.
The issue of land at Kapchorwa Boma Ground was flagged for attention, alongside rising concerns over unresolved land disputes in Kamungei and ongoing tension between the Sabiny and Bagisu communities, especially near boundaries involving Uganda Wildlife Authority (UWA) territories.
Ajilong, the RDC of Bukwo District, shared an optimistic security update, reporting that there have been no Pokot-related attacks in the district since last year. This peace, she attributed to strategic efforts to cut off local collaborators and enhance surveillance along border points.

However, she pointed out challenges with electricity access in Bukwo, where many residents rely on solar energy. This, she said, has significantly limited the potential for value addition and industrial activity in the area. She called for urgent attention to these infrastructure gaps, emphasizing the need for tools such as a jackhammer for remote road works.
In the political arena, DISO Kapchorwa, Mr. Okane Richard, raised a red flag about the growing number of NUP (National Unity Platform) contestants in the region. He also expressed concern over the underperformance of certain NRM district registrars, who are failing to uphold party responsibilities.

There was also frustration over the nomination of opposition candidates under the NRM ticket an issue that was seen to undermine internal party cohesion and accountability.
Several unfulfilled presidential pledges were brought to light, including the long-promised school bus for Amanang Secondary School, iron sheets and bags of cement for Kamet Primary School—promises that have yet to materialize, causing disillusionment among communities.
TThe regional whip for RDCs,Rtd Atuhaire Hope described the meeting as being of “great value,” emphasizing that the team’s spirit of unity was essential for effective service delivery. “When we work in harmony, we move faster and further,” she noted.
