Kapchorwa Municipal Council Launches Construction of New Administration Block

In a significant move towards enhancing public service delivery, Kapchorwa Municipal Council officially launched and broke ground for the construction of a modern administration block. The event, which marked the beginning of a transformative journey, brought together key stakeholders, including heads of municipal departments, representatives from the NGO sector (KACSOA), and private sector partners.

During the opening remarks, Mr. Mongusho Delmark, The ag deputy Town Clerk municipal council, revealed that Link Investments Ltd had emerged as the successful contractor for the project after a comprehensive vetting process. He emphasized the importance of due diligence and expressed optimism about the project’s outcome. “We look forward to having a well-built administration block that will serve the community efficiently. The selection of Link Investments followed thorough evaluation,” he stated.

Mr Tonny Ogwang the town clerk Kapchorwa Municipality elaborated on the procurement process, noting that multiple companies had expressed interest in the tender. “We had a reserve price to guide our decision-making,” he said, adding that most companies submitted quotations exceeding their budget. Although Link Investments’ bid was slightly lower, it was still outside the initial financial context. As a result, the contracts committee negotiated with the least bidder to reach a favorable agreement.

By law, any contract exceeding UGX 200 million must be approved by the Solicitor General. After a few amendments, the final contract was signed on 31st January 2025. The town clerk further emphasized the council’s expectations for progress. “By June, we expect the contractor to have made significant use of the allocated resources,” he said.

Mr. Atebeni Silver, representing the municipal engineer, pledged to maintain strict oversight of the project to ensure quality standards are upheld. “We promise to keep a keen eye on the development and work closely with the contractor to deliver a successful project,” he assured the stakeholders.

The Deputy Mayor, while expressing reservations, cautioned Link Investments to prioritize quality. He highlighted dissatisfaction with some of their previous work and urged them to redeem their reputation through exemplary performance on this critical project.

Mr. Martin Sakajja, the Deputy Resident District Commissioner (RDC) and chief guest, underscored the role of his office in monitoring government programs. “Our office will maintain a keen eye on this project. We expect Link Investments to deliver high-quality work that stands the test of time,” he asserted.

The event concluded with a groundbreaking ceremony and the formal handing over of the project site to Link Investments Ltd. The stakeholders left with a shared commitment to see the project completed within the stipulated timeline of three to four years.
